Digital accessibility is expanding into the private sector

Requirements for digital accessibility will expand significantly in Finland starting June 28, 2025. Previously, these requirements mainly applied to government agencies and public services, but going forward, they will also extend to many private-sector companies. This change will have a broad impact on companies that offer digital services or products to consumers.

In Finland, Traficom oversees the implementation of digital accessibility. The agency’s role is to monitor compliance with requirements, handle user reports, and provide guidance to companies. The primary goal is to help companies address any shortcomings. Deviations from the requirements are permitted only in justified cases, and even these must be reported to Traficom.

What does digital accessibility mean?

Digital accessibility means that digital services and products are available to as many people as possible. In practice, this is reflected, for example, in a clearer structure, good readability, sufficient contrast, and the fact that the services work with assistive technologies, such as screen readers.

How will this change affect online stores and digital services?

Online stores and other digital services aimed at consumers fall under the scope of the new regulations. This means that websites and apps must meet accessibility requirements throughout the entire customer journey. Browsing products, filling out forms, and making purchases must be possible without barriers.

Companies must also prepare an accessibility statement that describes the current state of accessibility for their services and any shortcomings. In addition, users must be given the opportunity to provide feedback on accessibility issues, and such feedback must be addressed within a reasonable time.

The requirements are not limited to websites and apps. They also apply to digital products such as smartphones, computers, payment terminals, and ATMs and ticket machines. Companies that manufacture, import, or sell these products must ensure that accessibility is taken into account in the design and use of the products.
